The Grants department coordinator works  with other county departments to obtain grant funds for a variety of activities and services for the community. The functions of this department include the following:
 
 
  • Develops an overall grant strategy for consideration by the Board of County Commissioners;
  • Monitors notices of funding availability (NOFA);
  • Search out new outside funding sources for potential county projects and programs;
  • Assists in design of programs or projects to improve their eligibility for outside funding;
  • Maintains a databank of grant activity and program results;
  • Coordinates grant activities between departments when appropriate; and
  • Provide technical assistance to other county departments on their grant applications and administration.
  • Administers Washington County's very successful State Housing Initiative Partnership (SHIP) Program.

Grant activities also include the management of one or more grant writer contracts and the writing of grants by staff where necessary and appropriate. While the primary focus of the Grant department  will also be to identify new funding sources for county programs and projects, the department will also assist in the formation of partnerships between the county, the non-profit community, service organizations, and businesses.


 



State Housing Initiative Partnership Program (SHIP)

This Program consist of two activities;                           Down-Payment Assistance
                                                                                                     Emergency Rehab

Down-Payment Assistance:  Down-payment assistance is for the first time homebuyers.  The SHIP program will assist the potential home-owner with a down-payment on a home; and in turn they are required to go to a financial institution for the balance of what SHIP will not give.  The amount of disbursements starts from $10,000 and go up to $20,000.  We require that they stay in the home for ten (10) years, if they move out prior to the ten years they will be required to pay back a pro-rated portion of the funds.  The purchase of mobile homes is not allowed in this program.

                         Requirements:  First Time Homebuyer
                                                       House has to be in Washington County
                                                       Meet income requirements
                                                       Has to reside in home for ten (10) years.
                                                       Complete Home-Buyer Education Class

Emergency Rehab:  Emergency rehab or repairs for residents o9f the county, targeting the age of sixty (60) years or older, who are on a fixed income and unable to do the repairs themselves. Maximum amount allowed for this program per household is $10,000.

                         Requirements:  Age sixty (60) years or older
                                                       Have to own home or have life-estate.
                                                       Meet income requirements.
