GASB



   The Washington County GASB Accounting Office was established in October of 2004, pursuant to the implementation of the Governmental Accounting Standard Board's (GASB) changes in governmental reporting of assets in 1999. Our GASB Accounting Department is a specialized accounting department concerned primarily with tracking and reporting the county's fixed assets. Those assets fall into three major categories which include machinery and equipment, real property, buildings and other improvements to land and infrastructure. Infrastructure includes roads, bridges, drainage systems, water and sewer systems, and lighting systems.

     Our GASB Accounting Specialist is responsible for establishing inventories and valuations for each of the three categories of fixed assets. These inventories and valuations have to be researched extensively and compiled  into databases for use in the county's annual financial reports, as well as internal reports.

     Our county's infrastructure is being reported using the Modified Approach. This requires the establishment of a management system for infrastructure assets and standard operating procedures. The accounting specialist must coordinate with Public Works and County Engineers to establish this system and procedure. Use of the Modified Approach in reporting infrastructure requires the establishment of minimum condition levels for the infrastructure. Once established, the infrastructure network must be inspected and rated at least every three years.

     Additional duties include coordinating auto and inland marine insurance changes and other related insurance issues. This office is also a point of contact for public inquiry for current county road lists and general county-owned property inventory information.

     Although this office was created to primarily serve internal needs of our county government, it is the goal of this office to respond to all public inquiries courteously, and promptly.
